Advice
- Primarily you are covered by the Church’s own insurance if you are ringing there with the permission from the PCC/Vicar and Tower Captain (if permission is delegated to the Tower Captain). The Tower Captain is not named on the insurance policy as an official of the Church, unless they hold a position as such, e.g. Church Warden.
- It is therefore important that agreement is sought for ALL ringing activities from the Vicar/PCC/Church Warden, outside of the regular Service ringing or practice night
- If in any doubt speak to a church official and clarify that they are willing to accept responsibility under the Church Insurance
- Any learner, teacher or other attendee would be covered either under the Employer’s Liability or Public Liability and Personal Accident section of the Church’s insurance.
- If you are ringing at any location that is not a church, e.g. a mini-ring, you must ensure that this is insured separately, either by yourself or the owner of the equipment
- ART have their own insurance cover in place. However, this primarily covers the activities and officers of the Association, ART run courses, resources, website, etc. Therefore as an ART teacher or acting under the auspices of being an ART qualified instructor your insurance cover is as above, unless specifically agreed by ART. Being ART qualified does not mean you are covered under their insurance when engaged on your own activities.
Employers’ Liability covers liability for accidental bodily injury to or death of employees and volunteers where there is a proven negligence. Injuries e.g. arising from slips and trips or when performing general maintenance on the bells arising from a failure to provide a safe working environment or provide clear instructions regarding safety
“Authorised volunteers” are regarded as employees for insurance purposes e.g.
- The resident band ringing for any occasion
- Visiting ringers attending a formal practice or Sunday service ringing
- Visiting ringers invited to ring for a specific event by the church vicar/PCC
- People conducting tower tours
- People performing maintenance (unless being paid as a separate organisation), cleaning, clock winding or other tower activity
- This includes any ART teacher or ART run session, whether this is for the benefit of the church and its members or not
Public Liability covers liability for accidental bodily injury to or death of a third party or accidental loss of or damage to third party property. Includes:
Visiting ringers or bands where the liability arises out of a failure of duty of care or Occupiers’ Liability by the church or resident band, e.g. failing to maintain the bells or ringing chamber so that an accident occurs
- Any non-ringing visitor to the tower e.g. someone on a tower tour or open tower event
- Any contractor or other third party present at the request of the tower captain, vicar, PCC, etc.
- Congregation members who are not otherwise classed as volunteers or staff
- Could cover ringing learners, though if they are attending a practice or official training event this might fall under Employer’s Liability
Personal Accident provides cover for accidental bodily injury resulting in permanent total or temporary disablement, loss of eyes or limbs, or death for people engaged on church activities. Fault is not a consideration. Any benefit from a claim is paid to the Church/PCC who can decide whether to pass that on to the injured party or not.
